A road surface should provide a durable, even running surface that is safe and reliable level of service for all road users. When the road surface condition becomes poor or defective, rehabilitation or resurfacing work is needed to restore the pavement surface to the required level of service. Alternatively, a change in traffic volume may necessitate an upgrade of the pavement’s structural capacity, width and/or alignment.
